Screwy TPS Readings

I was trying out my soon-to-be father inlaw's scangauge II on my '95 Ranger (3.0L Vulcan, Auto tranny) and Noted two odd things:

1. at idle my TPS showed 17% and maxed out (WOT) at 90%, no noticeable jumps or stalls inbetween

2. My idle was 1400ish RPM

Is 1400 RPM "too fast" and would such TPS readings indicate a bad TPS (and cause a fast idle due to perceived throttle position)? AFAIK the harness is good.

edit- Just realized this post isn't in the right place; could a mod move it where it belongs?
