rusty bolts and blocks

i had 1 1/2 inch blocks put on the back in late december. they were installed under the factory blocks. the blocks and u-bolts are already quite rusty, whereas the factory blocks are not. is this normal? should i be worried about the u-bolts breaking down the road? did they put on an inferior product?
 
Depending where you are but here you can watch steel rust, or it seems like you can. everything's rusty here, my 84 is mostly rust, don't worry about it.
 
The last time I worked on someone's truck
(installing a Lift and doing an 8.8" and D35 swap)
they supplied aftermarket U-bolts...

they were very interested when I lit my charcoal grill
and put the U-bolts in it... I left them in there while the
grille heated and while it cooked our dinner (a nice thick london broil)
Then as they walked away I grabbed the bolts with a pair of clean tongs
(no grease, oil or meat juices) and dropped them in a bucket of
Phosphate solution...

The Zinc wash plating they typically put on them keeps them from rusting
in transit but once they are installed....

Most of the time its just surface rust. Every so often hit them with some W-D40 or other lubricant to keep rust at bay.
 
I don't worry about rust too much, unless it's really bad. Up here if you have a truck with no rust underneath it, it's likely to have just rolled off the line. I know my U-bolts are rusty but I can tell its just surface rust so no biggy, so unless it looks like its real bad I think you are good.
