Running Rough

I have a 95 with a 3.0 that started running rough. I hooked up my ODB2 reader and have no CELs. The Oxygen Sensor Monitor, Oxygen Sensor Heated Monitor, Catalyst Monitor, and EGR System Monitor lights are flashing. Any idea what can cause this?

Have you looked at your spark plugs?

I have tried the following:
Replaced plugs and wires with Motocraft, vacuum hoses, fuel filter, coil pack, PCV valve
Cleaned the MAF, IAC, 3 way Seafoam cleaning, Techron
Tested the EGR valve, throttle body, fuel pressure is 39psi KOEO

ODB2 montors not ready

I finally got my scan tool to run a complete test. I replaced the 3 ½ year old Walmart battery. The monitors were not ready because it though the battery was week.
