As you've gathered.I have a 2002 Ranger with the 4.0 SOHC.Lately when I try to go over 3000 rpm's ( shifting or in park ( rev it )) it hits 3000 rpm's and starts pulsing and will NOT go over over 3000 rpm's. Any advice?

Thats the REV limiter it limits the revs on a vehicle equipped with an automatic transmission from going over a certain set limited RPM. This way you don't rev it in park and slam it into gear at 5 g's and blow something up. You may be able to rev above it in neutral but unlikely... The only way I know of to get rid of it is to get a programmer or a chip that bypasses it like the SC3 or something.

+1 It won't rev over 3k in nuetral or park.
