I am putting a 97 explorer 5.0 in a 2000 Ranger with coil springs. The conversion chart says to use 99 explorer fuel rail which I have, it also says to use 96 - 98 explorer in tank fuel pump regulator, but 96-98 has the regulator on the fuel rail. . 97 engine runs a lower fuel pressure. I am confused

The regulator on the rail is actually a pulse dampener and the vacuum hose is only used in the event that the diaphragm ruptures they wanted the gas to spray into the engine rather than start a fire.

the 97 fuel rail has a fuel pressure reg. on it, with a return line 45psi. the 99 fuel rail has a damper on it w/o return 65psi.and fuel pressure reg. in tank. 97 engine runs on lower pressure. I can not find a lower pressure in tank reg. Just am confused

2000 Ranger will have the "returnless" fuel system that runs at 65psi.
There is no "pressure regulator", on the rail or in the tank, the fuel pump has a check valve to prevent "backflow" when pump is off.

So you will want to stick with a "returnless" system on the 5.0l to avoid having to add a return line and changing the fuel pump.
This is why "they" recommend using later model 5.0l "returnless" fuel rail and injectors.

The engine itself, heads, valves, and intake don't care if fuel pressure is 40psi or 65psi
