if a sub is rated at 300 watt rms do you have to have an amp with 300 watt rms to power it, because i saw a 600 watt amp that was 240 watt rms would that be enough to power a 600 watt sub that is ratted at 300 watt rms.

DO NOT EVER LOOK AT ANYTHING OTHER THAN RMS ratings..the other rating means absolutely nothing.
