There are a ton of things to consider here. Wheel diameter, width, and offset are probably the most important. Once you find a wheel you like, and you know those specs, you can choose an appropriate tire. Generally, as the diameter and width increase, the smaller your tire sidewall will have to be.
In front, assuming your offset is appropriate, you can run 9 inch wide wheels pretty easily. The rears have tons of space, so you can probably run wheels 12 inches wide with correct offset.
The tires can be adjusted more easily than the wheels, so I'd pick wheels you like first, and then get tires that fit. Mustang 17 or 18 inch wheels from 94-04 fit pretty well and are very common on Rangers.
