what does this mean when it shows 0,1,2,3 ... where it states next to your name rep power with a green box an a number on it .might be a silly ? but have no idea.

Its your 'reputation.' People can give it to you and you can give it to others for good info that was posted, etc.

how does the giving part work? i have not been able to figure that out. as far as i can tell it is linked to post count. at 50 posts you get 1, a 500 posts you get 2 and at 1000 posts you get 3. is there some other way that it works?

As i understand it, you click the little "scale" icon inbetween the "online" indicator and the "report post" icon.

I think you can give rep from a person's profile. It says something like 'add reputation'.
