Bore it as LITTLE AS POSSIBLE!
If you don't have to bore it, don't do it.
2.3s have thin cylinder walls to begin with. I split a stock bore ranger block from too much boost and timing.
If you want a bulletproof motor, get CP or Diamond pistons, Crower rods wtih ARP hardware, ARP head studs, 1035 head gasket is always good although I find the 8993 to be very strong as well, but it's cheap. DO NOT use a hi-volume or hi-pressure oil pump, your aux shaft and distributor drive gear will die a quick painful death. Clevite makes good bearings. Use "The Right Stuff" silicone gasket sealer. Get the head surfaced and the block decked. Have hardened valve seats installed and use Stainless Steel valves. Get some decent valve springs. Use ARP head studs.
All in all, it will likely cost 2 grand. But if you want to do it right, it costs money.
Do this and you will have a very solid motor capable handling 500 rwhp. I'm not saying you'll put our anywhere near that, but the engine wouldnt tear apart if you did.
