reattaching bumper

When i got my Mazda it had one of those smittybuilt tube bumpers that are like 3 inch in diameter. I can get a matching rear for 175. Any who. THe previous owner welded it on. Its welded to where you would either attach a hook or some recovery d rings. Its not ideal. I have bounced it off some stuff.

I need to put a winch behind it. And id like to make it a bolt on bumper. What everyone doing for attaching bumpers and adding a winch?
