rear drums are locked

Well I think the ebrake froze but I can not break it free. I tried rocking it back and forth and its not working. It makes sounds similar to a bad wheel bearing. How can I unlock the drums from this deathgrip? The parking brake is loose but it seems to still be engaged and thats causing the lock up. Is there an easy fix for this problems. 92 ranger 2.3 manual trans
Im gonna go park it in the garage and let it run in there a while to see if its just some VERY VERY stubborn ice that needs melted
if you have any ideas help would be appreaciated

nevermind let the record state that all you need to do is let it set in the garage for a while and bang the drum with a hammer and problem solved It will break free

yep mine does it when i drive in the rain and park it
i kick the tire and it releases lol

i have to reach around the wheels and give the cables a wiggle on each side and it frees them up. its a ranger thing

yeah they also do a lil sound when the rear drums are humid.
not a big deal for me
