Rear Drum Brakes Don't Work?

My rear brakes dont work. The hydralic wheel cylinders dont do anything if i push the brake pedal the entire way to the floor. The parking brake works so i assume it must be something wrong with the hydralic line to the rear brakes. I had another ranger have a simalier problem, so let me know what to check and what is common. I have a 1990 ranger 2wd 2.3L 4 cylinder, 1989 engine, 1993 transmission 5 speed.
 
RABS unit on the frame rail goes bad and won't let fluid go to the rear brakes. Either that you your wheel cylinders are seized.
