Rear Brakes Lock Up

Recently bought a 1994 Ranger x-cab 4x4 5 speed manual. The rear brakes lock up when applied,I had a mechanic check and he said the brakes were good but he couldn't turn the axle while the trans was in neutral.He said the problem was in the axle or rear end????Also the truck makes a (whump whump) noise in the rear while driving.

Any ideas folks? thanks
 
Could be the Master cylinder.
Most master cylinders have 2 separate pressure outputs, for Front brakes and Rear brakes.
If you have rear ABS(anti-skid) system it could be that, does the ABS light come on with the key, and then go out?
If not the previous owner may have pulled the bulb or disabled the light in some way.

But if mechanic pulled the rear drums and axle wouldn't turn then it is probably a differential problem.
Dragging brakes don't make a "(whump whump)" noise, they are either rubbing or they are not.

If you look on the back edge of the drivers door you will see a label that will tell you what axle you have, it will be a letter/number like AXLE: R6
