I have a 1983 ranger 2.2 Perkins will not start without a prime is it a fuel regulator and where is it located

sounds like an air leak has developed. Have you gone over the lines to check for cracks?

not starting

I haven't done anything yet this is a project truck so now it's not being used but would like to have it run right from the start just a shot of quick start fires up right away

Oh so you give it a breathe of fresh air "Ether" and it fires? You have a glow plug issue more than likely if that's the case.

Hopefully this is a simple fix and not the compression as it only has 120000 kms on it and I don't want to tear down the engine its an 83 so where will I get rings and parts for it

It's a perkins, I doubt it gave up already. Glow plugs are vital for diesels especially for IDI (Indirect Injection), even in the summer.
