I am helping a friend with a 1984 Ford Ranger 4.0 with a manual trans. While getting up to speed it is running great then when the Peddle gets about an inch or so from the floor it feels like it bogs out almost like there is a governor in place. I will switch gears or let off the throttle then start to accelerate again and it is fine until i get to the bottom of the throttle where it happens again. He just got it back from the shop where they told him they changed the Crank position sensor and cleaned out the throttle body. He keeps having issues with this shop getting it back and something else will be wrong with it so he called me. Any ideas???
 
We're going to need more details on the 4.0 swap.

Any chance that there were some "shortcuts" taken?

The symptoms indicate to me that someone retrofit a 4.0 with an Automatic transmission PCM into a manual trans vehicle. Then, instead of wiring in the clutch switch and reverse lights with a proper harness and a manual trans PCM, they either left the neutral switch installed and in the Park or Neutral position or simply spliced the wires together (so it will crank over the starter).

My point is that there is a 3000 rpm rev limiter built in to the Automatic transmission PCM, so look into that.

Sorry i was just told that it is a 1995... Heading out to check out the problem more in a little while. He has had this truck for about six months now with no issues except a starter and a solenoid switch then recently that crank position sensor. from what he told me its the original engine. This problem just came about when he got it back from the shop. doesn't want to bring it back due to them constantly giving it back to him with new problems he has to pay for.

I checked the plugs, they were just recently replaced maybe 2000 miles ago, and they are carbon covered, but all are sparking good. I hooked it up to a computer and no codes popped. I cleaned out the intake thinking that potentially one of the injectors was clogged. the Truck runs great now no sputtering and the idle is perfect. However the problem is still there. As you are getting to the bottom of the throttle. maybe an inch or two from the floor the power to the engine dies out. Still runs but feels like a rev limiter. Shift gears and it goes away until the throttle gets down around the same place. Different rpms and different speeds. It does it in every gear when the throttle is near the same point. In 5th gear at 65-70ish once the throttle is down it Boggs out again.
