I have been having issues with my truck not liking to idle correctly after being shut off and restarted within about 15 minutes, It will idle @ about 450-500 rpm. I have set the TPS baseline using the procedure in Snap ON Shopkey and any other time it idles where its supposed to right @ 850 rpm. The truck is an 86 but it has been converted to a 1990 California emissions MAF computer, all of the egr components have been removed. I have no codes KOEO or KOER, the ACT and ECT are both within range, the FPR does not leak and fuel pressure is 33psi @ idle and 40psi KOEO. The IAC does function correctly in the KOER test and an ohm test to it @140 degrees says its fine as well. the underhood temps do get to 140*+ and the upper intake gets toastier than that right after shutoff.

I was wondering if relocating the ACT to the intake tube and capping the hole in the intake would make much of a difference in this behavior as the rubber intake tube is somewhat more isolated from engine heatsoak than the upper intake and it stays roughly 5-10 degrees cooler than the ambient underhood temps while driving.

Did you clean out the IAC? You can get good VOM readings with it sticking internally.

it is perfectly clean and does not stick, Pulled the solenoid off it and cleaned it, made sure it moved freely. Forgot to mention that.
