Radius arm crossmember, is this usable?

Is this useable? I was thinking about bolting it up and then welding a bar between the two. Also, the bolt holes are bored out, will this cause suspension alignment problems?

I wouldn't use it. I would just save money and buy one. Although if you are interested I do have one for sale.
 
Sorry dude, but I most definitely agree with silver03gt on this. If it wasn't part of the front suspension it might be okay, but too much is riding on those two pieces for them to be off.
 
If it was me I would use a die grinder on the buggered holes, fill hole with appropriate metal, weld, anneal, and drill new holes. But I have the equipment to do that. If you don't, buy new.
You may be able to drill a new hole ahead of the two buggered ones as well as an extra on the side. Using all the holes I would feel comfortable using that, but insurance might frown on you if a problem occurred.
