What the heck is this hole for? Its only on the passenger side.

I had one on the driver side but it was for the alarm system light. Once the alarm is armed it flashed...to let you know it was armed.

On a 2000 could be for the same thing...but they would probably have a OEM alarm system...my 96 was third party so the installer probably cut the hole...not a factory option hole.
