Push button and 4wd does nothing

I have a 89 ford ranger 4x4 xlt and the 4wd worked fine and then just quit. I push the button and none of the lights come on the control module doesn't click and nothing engages. I have replaced the control module and the switch on the dash and still nothing. I tested the new control module and when I unplug the lower two big plugs it clicks like it's suppose to and the light flashes. When I plug them back up and press the test button the light comes on but no clicking. I don't know if it's the transfer case motor or what could use some help. And if it's the motor should the dash light indicators still come on when I press the button?
