Purge Control Valve help

My check engine light has been on for the last 4 months and i thought it was just the egr insufficient flow(which is i fixed) but to my surprize my check engine light came on again

This time its a P0443-Chilton said that its "purge control valve permanently open."

Has anyone had this code?

How can i Fix it?
 
I looked at the vacuum diagram for a 1999 3.0 in the tech library is that for the vapor cannister or the egr it just sounds like a sticking solenoid or a bad connection either way it wouldn`t be hard to check pull the hose off the cannister or the EGR and see if you have constant vacuum at different throttle positions I am just guessing but they both should open and close at different rpms unless it is a wire/connector or the computer.

I think it is probably the vapor canister but not sure. it definatly could be a loose wire, I havent done any serious looking around for anything loose

Auto zone had Probable cause with the P0443 code:

-purge or vent solenoids defective
-check connector and wiring
-fuel saturated vapor canister
-failed EVAP vent solenoid
 
If you disconnect the vacuum hose to the cannister and put your finger on it while it is running do you have vacuum then unplug the solenoid that line goes to the vacuum should stop if it dont then tap it and see if it closes i believe the solenoid is cheaper than the cannister. I`m voting for solenoid does the idle change when you plug the vacuum hose back in you just need to solenoid working right before you can test the cannister properly. If it is saturated with fuel are you pulling raw fuel into the throttle body or is it plugged do you smell fuel when you open the hood after it has been running.
 
I did a little research on parts since I am applying my knowledge on older vehicles to yours and the purge solenoid looks like something out of a jet engine and the vapor cannister costs about $111 at orilleys and the purge solenoid is about $70 maybe you can get a good one out of the bone yard if your strapped for money I dont imagine it is the cannister tho
