1999 4x4 3.0L ranger, i have been dealing with a PO141 for a while now. I replaced 02 sensor after cat, i ohms tested the old one no resistance. The new one a bosch with around 3.4 or so, thought it was ok. but it's back and has the PO136 also. I had key on and got under it and with a test light no power. The two white wires heater, black ground and gray power, so i thought. where dose it get it's power PCM or ECM or temp sensor. It should have voltage to it and light up test light at lease a dim light. witch way should i go PCM or temp or ECM. thanks

p0136 is from p0141 which means the hego heater circuit is not getting power. Its always best to post the meaning of the codes with the code numbers so others don't have to waste time looking them up as im sure you already have.

The heater gets power from the ignition 12v relay the ecu feeds it a pulsewidth ground to turn the heater on. It could very well be a bad ground output in the ecu. You can ground the heater circuit to bypass the ecus control of it and see if the codes go away (at least the p0136 code)
