Happens to me all the time. I take a pic and the file is to big but I'm too lazy to figure out how to edit the photos down so I just open the pic and take a screenshot of it and then upload the screen shot... for some reason screen shots are perfect size for uploading. never fails

I use an app called “images easy resizer” it gives me more control than the built-in photo app. You can resize multiple images simultaneously, too.
