Pedal Sinks to Floor - What did I miss?

2004 2wd, 3.0, 161800 , Dealer programed PCM to match 31 x 10.5/15
4" lift spindles front , 3" blocks in back
Replaced booster, cylinder, front calipers, lines ( with a much better design) , rotors, abs sending units
Complete rears
ABS Passed all pinpoint tests
No lights, but no pedal push from abs
Normal driving, Pedal is soft, like it has air and you have to pump it up, ( no air in it, it's been well bled ) but stops , and will panic stop.
Cut wheel hard left or right, straighten up, pedal just sinks to the floor
Stopped, hard gas, jump on pedal, just sinks to floor.

Im assuming you have 4 wheel abs?

With ABS just bleeding the brakes at the bleeder screws wont remove all the air.

You have to bleed the ABS pump.

Ive only messed with one and that was on a buddys 04 silverado...it had to be done with a tool plugged into the OBD port.

Not sure if the fords are that way or not.
 
If the rear drum brakes aren't adjusted properly... it will leave the brake pedal low... pedal typically comes back to the top with a quick second push of the pedal.
 
So, the mechanical part is perfect, new front & rear, scanned with it Forscan, no codes, indicates abs is operational, but it does not activate. Is there a way to test the pump?
