PCM computer wiring question

I was checking the grounds for any shorts in the wiring harness to the computer and found terminal #20 with 19.02 ohms. Terminal #40 and #60 where 0.03 ohms after I separated them at the junction with the ground plug to the battery I trace #20 out from the large gray computer terminal block and it looks like it runs with some shielding. My question is, should there be 19 ohms on #20 or is that telling me it's shorted?
 
An ohmmeter is very misleading when testing the integrity of a wire. A strong headlamp bulb and the use of a voltage drop test will tell you if you have a strong ground.
 
The wiring diagrams for 2.9 electrical ignition 3of3 had the info I needed.Thanks for the info
