PATS System

Does anybody know if all the power door locks have to be hooked up in order for both blank keys to be reprogramed? The reason both need to be done is that I put a different PCM in it.
 
Door locks are not part of PATS.

You have to have two WORKING keys to add a 3rd or 4th PATS key.
Most locksmiths can now add PATS keys to a Ford PCM.

'98 Explorer may have a PATS module above glove box, if it does then you can not just swap the PCM on it's own.
PATS module and PCM are "married" at the factory, if you need to change either a Ford Dealer needs to "re-marry" them, this can only be done in the vehicle.
You can swap PATS module and PCM from the same vehicle into another vehicle.

locksmith should also be able to marry the 2 also
 
The PCM is out of a 2000 Mountaineer and the PATS is out of a 99 Explorer. Its been at the Ford dealership and they cant get the PATS system to respond so they are unable to program the keys.
 
So do you think my best bet would be to get the pats system out of the mountaineer I got the pcm from?

In order for the pats to work without reprogramming (the ford dealer can do it, but there is a very specific process and that tech probably has never done it before), you need the pats module, located behind the passenger airbag, the pats transceiver, located around the ignition key cylinder (the "wand"), the keys and the ecu, all from the same vehicle. Any different components and they will have to be reset and reintroduced. I have the same scantool Ford uses and I have successfully reprogrammed pats type B system, which is what you have. If you've been to the dealer and they tried a reprogram, its very possible the keys could have been cleared from memory, requiring a reprogram...
