Passenger Side power window issue

My daughter has a 2000 ford ranger that has a Passenger Side power window issue. The window works fine from the driver's side and passenger side switch when you put it down. However it doesn't work by either switch, passenger or driver's side, when putting it up.I bought a passenger side door switch but this did not help. When I put a voltmeter on the connector that connects to the motor I get 12 VDC when the switch is pressed one way and -12VDC when it is pressed the other way. When I apply 12VDC from the electrical block at the switch the window will go up or down. I'm stumped. HELP.
