TSP is usually recommended to degrease something before painting.

Is that a screw hole at the end? You might be able to remove it, paint it, and reinstall it.

Yes, it's a screw hole for the whole door panel. The panel is currently off while I'm redoing the audio system. You can see my progress here. I actually have some TPS from when we removed wallparer. I'll give that a try. Thanks!

Since you have the panel off, might look and see if there are clips on the backside. If it's not welded it should separate easily.
