they probably have some kind of galvanizing on them... I still have the originals on my 97 and no rust (at least as of 2012).
Painting them will probably not make them last any longer, as most rattle can paints are good for a couple years. in my opinion, the straps are not worth the extra hassle of getting good quality paint and properly prepping the parts so that the paint stays on it. And since they are under the truck, it isn't worth it to just paint them to make them look nice...
swap them out, enjoy the truck with a now safely secured gas tank.
If they are galvanized you would need to use that special paint for galvanized metal. I did mine when I first took the tank down but the straps were starting to rust (after 15 years or so) but were in good shape...
So, your choice really...you probably don't need to paint them like AJ said but if you do there is paint for galvanized metal...or you can wait a few years until the galvanization or whatever it's called becomes ungalvanized (sounds like a knight with no amour, er, armour)...
