P1633 Code showing up

After many, many hour of trying to diagnose the problem to my monitors not staying ready, I finally got a code to show up, that code being P1633, which is KAM Low Voltage. Now, all fuses are fine, the battery, cables, and everything is fine. I even "jumped" power straight to the KAM power supply wire. Still nothing. So I'm wondering if there is a way around it, or do I of course, have to get a new PCM. If I do need a new PCM, where can I get a good deal? Ford dealership is $535 for the computer, $50 for install and another $100 to flash it, and thats an outrageous price.
 
Did you disconnect PCM and measure voltage between KAPWR circuit at PCM harness connector and ground? Voltage should be 10.5+v. Wiggle, bend harness connectors. If no open circuit in KAPWR harness circuit then replace PCM. I'd try a junk yard PCM to see if same code comes back.
 
Yeah, I checked, the numbers were in the 14's. Another thing, that I find really weird, is well, I need this code fixed to pass emissions, because O2 and EGR wont stay ready after engine is shut off, but that everytime I turn on the truck EVAP and Cat are ready right away. I thought those took time to start up.
