overfueling

I'm working on a 2000 Ranger, 4.0, and am having an over fueling issue. Has anyone seen or heard of this?

Over-fueling as in running rich, or over-fueling as in the pump isn't shutting off and it's spewing out the filler neck?

Overfueling as in injectors spraying so much fuel that the truck won't start unless I force oxygen into the intake. The injector pulse width is 147 all the time. I know that when running it should be about 14 at idle. There is no spec for when cranking.

Unhook battery Negative for 5 minutes or reboot computer if you have a Scanner.
See if it was a computer glitch

Pulse width is based on fuel pressure and injector size, these are "assumed parameters" programmed at the factory, 3mSec at idle and up to 9mSec accelerating to higher RPMs.
At 2,500 rpms held steady about 5mSec
Computer can adjust these based on O2 sensor results, that shows as the +/- fuel trims.
Longer pulse width would mean low voltage from O2(lean exhaust), under .40volts
That would translate as + fuel trims, more fuel added

Clear Flooded Engine Mode(in all EFI computers)
Turn key on
Press gas pedal to the floor and hold it down all the way, computer will turn fuel injectors off but leave spark on.
Crank engine

If engine fires you have a leaking injector.
As soon as you let off on the gas pedal injectors will start.
