That hole runs over to one of the head bolt holes so not sure how that would help.The center pillar on rocker assemble has an oil passage that comes up through the head

Not sure where that passage in the block starts off?
The pushrods are solid so no oiling from lifters

Also the bottom of the pedastal does not have a corresponding hole so it would seem to dead end at the bottom of the pedal...
No passage in pedastal, the only possibility is that because that hole mentioned above is flared out into the pedastal bolt holes that oil is supposed to squeeze around that bolt up into the rocket shaft.On a 2.9, the oil flows up through a passage in the pedestal and through the hollow rocker shaft to the rocker arms. As noted by adsm above, worn cam bearings starve this oilflow before it reaches the pedestal. Also, crud accumulating in the hollow rocker shaft(s) can impede/block oil flow to the valves. If the 4.0 is similar, maybe someone else can chime in.

Looking at it again I guess I've answered my own question.
Silly design if that's the case
The 4.0 is known for oiling issues at the rockers. That's why the pushrods "football".
