Oil in this hole?

I am replacing the Cylinder Head Temp Sensor and I noticed there is oil inside of the hole where there sensor sits in. Is that normal? When I put in the new sensor and tightened it down, oil came up from that hole and leaked out to the top. I removed the sensor several times now, and each time I seat the sensor, it pushes oil up. 2002 Ranger 2.3 Duratec. The valve cover gasket is not leaking (it's new), nor is there oil inside of the spark plug tubes.

The hole where the sensor actually threads into is what I am referring to. And no this isn't an oil temp sensor...that one is located underneath the truck, next to the oil filter. Thanks!
