Offered a Stang for the Jeep, but....

The shifter is really hard. Won't start unless you can get it into Neutral. He says it is probably the cable. A quick search didn't reveal anything.
 
If its still cable in guessing it's a fox body? There is some adjustment you can do the the shifter it self to allow it to engage the gears better and the not starting in anything but neutral fits with a cable needing adjustment or replacement
 
It is an SN95. Thinking the cable sticking will not allow the shifter to engage the N safety switch thus not allowing it to start in P. It does engage the pawl though.
 
Shift cable. Grease it or replace it. Also, make sure it's not kinked or rubbing on anything like exhaust.
 
The neutral safety switch is on the pedal, so the cable issue shouldn't affect that. Is it hard to shift while its running or shut off? Could be worn clutch, if it has an aftermarket shifter they have adjustable stops that might be keeping the gears from engaging, or it could be a stretched clutch cable. If u lift up on the clutch pedal the factory adjuster will take a little slack out of the cable to compensate for clutch wear or stretched cable.
