your talking about the entire fuel injection swap? thats expensive if its even possible just to run a scanner tool, are you wanting to get a scantool or put a chip in your vehicle? they do make chips for eec4/obd1 vehicles.
It is possible, but not very practical. You will need an EEC-V computer, harness, all the engine related sensors, and more. I would expect this to be very time consuming. You will need complete wiring diagrams from both your vehicle and the new electrical. Some of the EEC-V have ford's PATS system, which would make it even more difficult.
your best bet would be to run a vacuum gauge. it doesnt give you actual fuel economy numbers, but it instantly relays engine load to the operator, allowing you to adjust engine RPM and throttle position to obtain highest economy figures.
Yep, a vacuum gauge will give you an idea of ideal fuel economy... to a point. Manifold vacuum relies on throttle position and rpm. Just don't let it fool you when you hold the throttle at the same position at 3500rpm and it seems as though your getting better fuel economy than at 2500rpm.
