Not getting power to my obd

96 4.0 4x4 checked fuse’s 17 and 22 both are good. Multimeter pin 16 no power checked the front and back of the pin. Is there any other power source for this? My cigarette lighter does work but it’s not getting cherry red. I’m thinking if I have power there I should be okay.
 
If the cigarette lighter isn’t getting properly hot, then either the fuse is not making good contact or there’s a problem with the circuit. You might not be having enough power, which unfortunately is a deal with our vehicles getting older.

But if that was the case I should have some power on my 16 pin of the obd2. I’m showing no power at all.

Could be a damaged or broken wire somewhere? Do you have an EVTM for your truck?
