Normal Temp reading

When my truck ('91 2.3L) is at operational temp, the temp gauge in the cab never goes above the "N" in normal.

Is that low?

I am wondering if the valve is stuck open and causing a fuel/air mixture problem because the ECM is not seeing the correct temp of the engine.
