normal for front axles to always be turning

I have manual locking hubs on my 1993 4X4 ranger with a DANA 28.

When I jack up the front end and turn a wheel the whole axle turns whether or not i am have the hubs in free or not. For that matter when i have the wheel right off I can't even "spin" the rotor, that i can turn it. though i think that should be unrelated.

Is this normal? i am not too family with 4x4 trucks with this set up, only owned a 4x4 pathfinder...
 
All I know is when i took the hubs off and put them in lock the inside spines would lock, and then when i put it in free, they spun... i thought that would normally make it so when i spun the wheel it would not engage the front axle if they were in free. i don't know what else it could be though...,
