no run problem

I thought in the begining i had a fuel problem so i changed the filter checked the fuel pressure 70 psi fuel rail 40psi changed throttle postioning switch still have only limp mode no throtle up any I deas anyone be here done this.could use some help. jim in frezzing cold delta junction alaska.
