No power to the EEC port?

I went to Pep Boys to have the codes read (check engine light is on), and he said there was no power to the connection. I've been told that the port and cigarette lighter share a common fuse, but all the fuses in the drivers side door jamb are fine. Is the fuse for this port some where else? All of the breakers and fuses in the main power box under the hood are fine as well...
 
The Data Link Connector and the cigarette lighter are powered from Fuse 17 in the dash fuse panel.

That fuse is fine, are there any other causes of such a failure? If it matters, the power port on the other side of the radio works fine.
 
The 12v power point is alone on fuse 22. Have you checked to see if the lighter is working?

The color code for the power wire at the DLC plug is orange and it is in pin postion 16. It should be hot all the time.
