No Power, Engine Cuts out

Got an 88 BII 2.9, i changed plugs, wires, cap, rotor, fuel pump on frame, fuel filters twice, and throttle position sensor. I climbed santiam pass in oregon at 15 mph and it died at the very top of the pass. The thing sounded like a harley davidson choking but didnt blow out any smoke, it almost sounded like it was starving for fuel. The engine kept cutting out and i had to drop it in first. I barely made it to the top of the pass...

Think its my in tank pump and filter clogged to hell? It did sit for 4 years with 4 year old gas in it.
 
I'd definately check those. Might as well flush the tank, also while you're doing it, if it sat that long. Although I will say that I had a similar issue when I lived in Yreka,Ca and crossed over into Medford, Or. (forgot the name of that pass) for the first time. I had come out there from Oklahoma in my 92 Ranger ext cab. It acted the same way, and I found amoung other things, that the air filter was pretty filthy. I guess the high altitude and steep grade was more than it was used too. I basically just did a full lube and oil job, changed all the filters, ect, and (basic tune up) and it handled it better after that.
