This is pointless. So here's two bunnies in some cups...

Thanks to coal rollers, there has been increasing scrutiny from the EPA for companies that sell products that could alter tailpipe emissions. Moving forward, companies that sell these kinds of products will have 3 basic choices:
1. Spend some money and do official emissions testing to prove that the part (or software) complies with the applicable emissions standards. This results in an "EO" or CARB certification to sell their product legally.
2. Put processes in place to ensure that the product is truly only being used off public roads ( an "off road only" disclaimer at the point of sale will no longer be enough).
3. Stop selling the product or pay increasingly larger fines

There may be exemptions for vehicles that predate emissions standards, or in cases where a part would improve the emissions compared to the original (like swapping a newer, cleaner engine into an older vehicle). That remains to be seen, but matches a lot of current regulations.

** Note that this could all fall under the heading of enforcing existing laws rather than creating new ones.

I mean you realize you're arguing about something that doesn't exist right? Its a petition to enact legislation to fight legislation that doesn't exist?

If you're into that why have none of you signed my petition to force congress to act against legislation trying to stop me from legally hunting and consuming angel meat?

and of course there will eventually be reservations and limits on how often you can utilize public transportation systems thou shall be allowed to travel at the will of the state
in the meantime they will begin requiring us to log our miles driven, later including where those miles go,

It's illegal to modify your daily driver and it's been that way for decades. You can modify a vehicle, but that makes it illegal to drive on the street and you will have to put it on a trailer to transport it to the racetrack.

Govt has been raiding places that do "offroad" modifications enough that legit places are deciding that race only stuff isn't worth the risk. Custom tune shops, aftermarket exhaust places etc.
