no fuel to filter after engine swap

Hey, I'm new to the forum, I'm trying to help my dad fix a problem with his 2002 Ranger. We just swapped the engine to fix a timing chain issue. The engine will crank and will start if we prime it with gas in the throttle body. We aren't getting gas to the fuel rail. We can hear the fuel pump run for a few second when we turn the key, but it doesn't pump any fuel through the line with the filter out. We've checked the inertia switch and bypassed it as well.

The truck was sitting for a couple of weeks while we located an engine and got the new one put in.

All the fuses are good, relays are working, and it seems the fuel pump runs, but there is no gas coming out of the fuel lines that run to the fuel filter.

Can anyone help?

Well, this is a dumb question, but if the pump is running and no fuel is coming out its the obvious one...

Is there fuel in the tank?
 
Yes, it showed a 1/4 tank, and we added about 3 gallons we had in a gas can as well, just to be sure.
 
Is the fuel pump filter clogged?
 
Yes the fuel filter did appear to be clogged, at least partially. We are replacing it.
