No catalytic converter and no codes?

I've got a 94 ranger XL with 4.0 and 4x4 AT. It still has bank 1&2 o2 sensors but no cat and no downstream o2. Only code is for lean condition on bank 2 sensor 1 before where a cat should be. Any idea why no other codes? I think mine is a federal emissions vehicle but may be California. How do I tell?
 
I'm not seeing that there ever were downstream o2 sensors on a 1994. Can't have a code for the cat if there's no system to monitor it...

+1, Only 1995 and up Rangers used the newer OBD2 computer that needed a Downstream O2 sensor that would test if Cat Converter were working as specified
