I've got a 98. Four-wheel drive doesn't work, however it does go into low range so the front end isn't getting power. What are the common causes of this? The transfer case motor is working if it goes into low range and it does have a front drive shaft. I thought these things had a live front axle all the time.
 
Sounds like the PVH hub system is acting up. You can troubleshoot that or replace it with manual hubs.

Yup, the two most common causes are the vacuum front hubs failing to do what they are supposed to is usually either the hubs themselves or the vacuum system for it. Seals, lines, etc.

I have seen the metal tubes that connect the vacuum line to the knuckle rot to where they leaked, dad’s 99 did that and since he was unwilling to change things, I popped the plug out and removed the remains of the tube, then replaced it with stainless tube.

Somewhere around 2000 they ditched the hubs and went to a “live” front axle with no hubs. To swap that in requires the CV axle shafts and wheel bearings from a 00-11 Ranger and to cap off the vacuum system.
