newbie fuel pump problem

I have a 91 ranger 3.0 I got no power to the double wire in the fuel pump relay that goes to inertia switch. I do have 12v on black wire at fuel pump relay. I have attemped to put 12 volts at the pump itself and still got nothing. Seems suspicious that I would have two seperate issues(bad pump and electrical). Any thoughts are greatly appreciated.
 
Fuse?

Power from the PCM relay pulls in the FP relay (should be right beside it).

In other words, is the PCM relay routing power?

I believe there is a PCM diode in there too, might check it.
 
I pulled the bed to gain access to tank. I dont have power or ground at pump connector. I am leaning toward ecm but hate to buy an item that expensive I won't need. My haynes manual only shows wiring up to 90 model so some wiring colors are not the same. Just really lost at this point
 
Check to make sure the ECM relay is grounded. Had similar issue on my 86. Not sure if the 1990's are same, but its worth a mention. ECM should be grounded to Neg battery cable. Look for a connector right next to battery that has a single spade connector inside it. Mine was corroded to nothing. I cut out the connector and spliced it all together an viola.....fuel pumps work!

did you actually pull the tank pump??
the ground....(the black wire) is to the lid of the in-tank pump...on the inside, naturally....or that is what I discovered on mine.
