I just installed a new power steering pump on my truck 5 days ago. It whines every time the wheel is turned. When the truck is cold it is fine, no whine. I turned the wheel lock to lock several times to burp any air out but it hasn’t gotten any better.
Do you think it’s a bad pump?

Give it a few weeks. That style pump has a break-in period and the low-fluid whining noise at all times is normal during that time.

I have replace numerous ps pumps on all kinds of ford vehicles. Almost all whine. Sometimes it goes away, sometimes it doesn't.

You can try bleeding it with a vacuum pump, it's worked for me.

Go to home depot and get one of these black rubber plug/stoppers; one that fits in the neck of reservoir and seals it off. Drill a hole in it, put in a hose barb, and attach a vacuum bleeder or large syringe. Draw a vacuum on the system and it should pull all the air bubbles out eventually. You'll need to have the engine running and be turning the wheel back and forth.
