need opinions on tuners

Im looking at the sct part number 3000 for my 95 ranger fully built forged internals on boost. i need a custom tune obviously and was hoping to not have to mega squirt the truck in order to get there. will that tuner support a custom tune, and does anyone have experience with one?

Well according to the vague description it also only allows adjustment to fuel and timing parameters at wide open throttle which would t do much good so I was hoping someone with experience would know if it allows partial throttle adjustments
