this is the lowering kit i have on my 1994 ford ranger xlt.

I also have the toxic shocks and the factory made leaf springs. I cut the bump stops to about 1 inch and the frame still hits the rear axle while driving. maybe this is a problem I can't figure out. Maybe someone can help me out. I will add pictures tomorrow. I have the flip kit on and the rear shackle's flipped. My flip kit did not come with the bolt in c notches. Do i need to get bolt in c notches to make it ride smoother?

with the flip kit and the shackles flipped your at about 7 inches of drop and you will need the bolt in c-notch. with just a flip kit and cut bump stops you would be ok. but with the shackles flipped as well your axle is so close to the frame that you need the c notch or just have a shitty ride.
 
Rat_Ranger nailed it. A c-notch is necessary otherwise you are going to have a crappy ride or mess something up.
 
could i just flip the shackles back over.. and would be ride be pretty level if i do that.
 
Yes, flip ur shackles and hangers back around and your ride should smooth out. My rear is just flipped and with stock shocks it rides like hell, was in too much of a rush when I lowered it and just never got around to it since, man it rides like ass... Sometime before spring I'll get it right lol.
