I am interested in how I can make my ford ranger faster. I have 2000 4x4 ,4.0 and was thinking about putting in a turbo charger. What is the best way to make the truck faster in a 100$-1000$ budget?

Well for one convert to 2WD, reduce weight(remove fender, bumpers, tailgate, hood, and skip the morning bagel) lower the vehicle, convert to a smaller tire size, regear, push it downhill, mount a jet engine on it, talk to Russia about sending it to space on a Proton Rocket, convince NASA to mount an EmDrive on it, ext... Of course if you're looking to increase horsepower and torque then that's different, a turbo is a good idea, but there's more to it than just attaching it that you need to research. Welcome to TRS, please excuse the sarcasm that appears in this post.

A turbo will cost you quite a bit more than your 1000 dollar budget...

plain and simple, you will not gain any speed/ horsepower for this truck without spending some serious cash. ($1000 is not serious enough...)

First of all, you have a 4x4. generally speaking, that is not the type of drive train that you would have for a "fast" truck. As mentioned above, you would be better off with a 2wd and lowered truck.

another option would be to drop a 5.0 in and work with that. (that will entail replacing the transmission/ transfer case as well)

On a cheaper route to get a few more mph/ horse power, reduce weight. take out the spare tire. put lighter seats in it. take out the a/c system. get a skinnier girlfriend to ride with you.

regear your axles. (that can be costly as well, but also can give you the easiest results for speed.)

Bottom line is, if you want fast, trade it in for a Mustang.

Truck + Fast = Serious Cash!!!

Cars go fast. Trucks haul stuff.

In general yes. But, that depends heavily on how you define fast.

Do you wanna pass at highway speeds safely or leave anything in the dust?

LOL.
