Ok on my 94 ranger when I turn on the ac or even the fan it makes the truck act like the brakes are being applyed and sounds like something is rubing on something but as soon as i turn it off the truck drives fine. Do you guys have an idea what it might be? Thanks
 
Compressor might be locked up and the rubbing might be the serp belt. Do it with the engine running and the hood open and look at the front of the compressor.
 
No, a seized compressor does not refrigerate.

It does, however, make the serpentine belt smell really bad.

It might be binding and releasing (short of seizing), in which case you would just have reduced function.
